On a new installation of VMware Server on my machine I found that my arrow keys as well as page up/down keys weren't working.  The way to fix this, is to edit the /etc/vmware/config file and at the end add:

xkeymap.nokeycodeMap = true

restart the vmware services or reboot your machine and you'll find the keys will now work when you start your virtual machines.
